2. It was Jefferson’s answer to the British Orders in Council and the Impressment Acts, directed against neutral shipping. 這一句的 the Impressment Acts, directed 中間是不是省略了 which is ? 而為什麼又可以省略呢?
這兩句的關代都可省略，當然了 be 動詞會跟著省略。第1句若省略 who were，則 at war with each other 勢必要緊接在 France 之後，此時 at war with each other 就變成必要的資訊，這在當時似乎是多此一舉，所以才用 who were at war with each other 的非限定用法。第2句省略了 which were。
