Hue and cry 意為「(示警的) 喊叫，大聲叫嚷；(民眾) 大聲抗議或反對」。這個名詞都用單數，通常用於 to raise a hue and cry against/about something. (對某事物提出強烈抗議) 這一句型中 。Hue and cry 來自 1285 年英王愛德華一世在位第 13 年時所通過的《溫徹斯特法》(Statute of Winchester，也稱為 Statute of Hue and Cry，後來被喬治四世廢止)。該法是有關王國警察和治安方面的法律。
《溫徹斯特法》規定，任何目睹犯罪的警察或百姓，必須大聲喊叫來警示其他民眾，同時還要追捕逃走的罪犯，一面追捕一面繼續喊叫，而且要窮追不捨，「上窮碧落下黃泉」，罪犯跑多遠就追多遠。所有聽到呼喊的人都要協助一起追捕罪犯，直到罪犯被逮捕交給治安官為止。聽到喊叫而沒有挺身加入追捕行列，是犯罪行為，依法論處。這個片語現在幾乎都用來表示「(民眾) 大聲抗議或反對」。
