Shall 係用來表示未來的動作 (一般未來式)，意為「將；會」，但僅用於英式英語以第一人稱單數的 I 或以第一人稱複數的 we 當主詞的句子中，因此用得不如 will 來得多，而美式英語則大多使用 will。Shall 的否定形式 shall not 在會話和非正式寫作中可縮略為 shan’t。
Shall 經常用於 “Shall I/we …?” 的句型中來表示建議、主動提供協助或徵詢別人的意見，意為「…好嗎？；要不要…？」。Shall 亦經常用在陳述句中來表示說話者的意向、承諾、決心等，意為「必須，應，可」，而在正式情況中則用來表示必然性和必要性，意為「一定會，一定要，必須」；美式英語大多使用 will。
此外，shall 還用在條約、合約、規章、法令等文件中表示義務或規定，大多用於第三人稱，意為「應該，必須」。
